Article XII: Amendment
Section 1: Initiation of Amendments
Amendments to this constitution may be initiated by the National Council or by petition of fifty voting members of the Association.
Section 2: Action on Amendments
Amendments which have been passed by a majority vote of the National Council or submitted by petition shall be printed on ballots and mailed to voting members afrer discussion at the General Business Meeting. A summary of the pro and con arguments from the discussion at the General Business Meeting shall accompany the proposed amendments. The ballot shall include the instruction that ballots must be returned by a deadline to be established not earlier than thirty days, or later than sixty days, form the date of mailing. Amendments shall be made if ratified by two-thirds of those members eligible and voting.
